This kind of approach is a big deal because it would imply to improve water supply, sanitation, food safety or personal hygiene as well as involve representatives of the different sectors and non-governmental organizations.

It's true that this vulnerability it's related to the economical problems of this nations.
\n I think that first world countries should help by detecting incoming flooding in high risk places and this countries also should warn about this situation, in orther to carry an operation of evacuation.

\nI think most countries that are located in areas with frequent natural disasters, in this case flooding, have developed ways to know there will be one (though help from first world countries would improve it). What I think is lacking once this is achieved (to know when there will be a flooding) are actions from the goverments to fortify the most vulnerable areas and prepare efficient ways to help all the people affected (i.e refugees, food, water, sanity wares...) once the damaged has occured, help them in the short term. In the long term, help them rebuild what's been destroyed and so avoid worst outcomes as illnesses, robberies, chaos in general.

As far as I am concerned, a way to deal with this scarcity would be to redistribute the resources from the developed countries to the developing ones. That is, to create a sort of tax that emphasizes the role of developed countries in aiding developing countries. For example, in Spain happens also with frequency, and I think the problem is finding a way to prevent it, as you all said. But I really don't know how in countries with a developed economy isn't possible to build a dam, when every year flooding causes many victims and the drama of all that people who need to start again, thinking how this specially affects old people....I think a dam is the best way to prevent the most of the causes, because obviously there are situations when it isn't possible to control nature, and in that case the solution is to be prepared for the situation in the best way possible. I think that flooding happens in the same due to the houses, offices... are built in places where before there was a river. Therefore I think that several of the solutions of repetitive flooding in the same place could be:
\n- Stop building in the areas where a river passed.
\n- Move the people whose houses occupy these areas, to another place withot this problem.
\n- Update the controller law of the building lands.
\n- Ban any type of building in these areas.
\nAll of these solutions are directed to avoid disasters of such magnitude.
